 The Passport Act also authorizes the Ministry of Foreign Affairs to issue passports to nationals with or without household registration in Taiwan, as well as to issue travel documents to stateless persons and refugees. The Passport Act is based on the Immigration Act, which defines the nationality and residence status of people in Taiwan.
