International Relations of Lebanon

Lebanon is a small country in the Middle East, bordered by Syria, Israel, and the Mediterranean Sea. Lebanon has a rich and diverse history, culture, and society, shaped by various civilizations, religions, and ethnic groups. Lebanon’s international relations are influenced by its geographic location, the composition of its population, and its reliance on commerce and trade.

Lebanon’s foreign policy aims to protect its sovereignty, independence, and territorial integrity; preserve its political system and national unity; promote its economic development and social welfare; support its citizens abroad; enhance its cooperation with regional and multilateral organizations; and contribute to the peace and stability of the Middle East and the world.

Lebanon faces many challenges in pursuing these objectives, such as the impact of the Syrian civil war and the influx of refugees; the unresolved conflicts with Israel over the borders, the occupied territories, and the Palestinian issue; the influence of external actors, such as Iran, Saudi Arabia, Turkey, France, and the United States; the need to balance the interests and aspirations of different religious and ethnic communities; and the need to reform and modernize its state institutions and public sector.

Lebanon’s relations with its neighboring countries are complex and dynamic. Lebanon has a long-standing historical and cultural relationship with Syria, which has intervened in Lebanon’s domestic affairs several times since its independence in 1943. Syria withdrew its troops from Lebanon in 2005 after the assassination of former Prime Minister Rafik Hariri, which sparked mass protests against Syrian presence. However, Syria still exerts significant influence on Lebanon’s politics and security through its allies, such as Hezbollah, a Shiite militant group that is part of Lebanon’s government.

The Syrian civil war that erupted in 2011 has also affected Lebanon in various ways, such as causing a humanitarian crisis due to the influx of more than one million refugees; increasing sectarian tensions and violence; disrupting trade and tourism; and creating security threats from extremist groups.

Lebanon’s international relations are complex and dynamic. Lebanon faces many opportunities and challenges in its foreign policy. Lebanon needs to balance its interests and values with the realities and pressures of the regional and global environment. Lebanon also needs to strengthen its state institutions and public sector to enhance its capacity and credibility in dealing with external actors. Lebanon hopes to achieve its objectives of sovereignty, independence, stability, development, cooperation, and peace in the international arena. The ministry also has a General Directorate of Emigrants, which is responsible for maintaining contact with the Lebanese diaspora, estimated at more than 15 million people. The directorate organizes events, programs, and initiatives to strengthen the ties between Lebanon and its emigrants, such as:

  • The Lebanese Expatriate Vote, which allows Lebanese citizens living abroad to participate in the parliamentary elections
  • The Lebanese Diaspora Energy Conference, which is an annual event that showcases the achievements and contributions of Lebanese emigrants in various fields
  • The Know Lebanon Program, which is a cultural exchange program that invites young Lebanese emigrants to visit Lebanon and learn about its history, heritage, and society

Lebanon has also been involved in various UN initiatives and frameworks for development, cooperation, and humanitarian assistance. Lebanon has endorsed and implemented the Millennium Development Goals (MDGs), the Sustainable Development Goals (SDGs), the Paris Agreement on climate change, and the Agenda for Humanity.

Lebanon has also benefited from the support and assistance of the UN system in addressing its development and humanitarian challenges, especially in the aftermath of the civil war (1975-1990), the Israeli invasion (1982), the July War (2006), and the Syrian crisis (2011-present). The UN has provided Lebanon with financial aid, technical expertise, capacity building, peacekeeping forces, humanitarian relief, and political mediation.

Lebanon’s relations with the UN have not always been smooth and harmonious. Lebanon has also faced some difficulties and controversies in its interactions with the UN, especially regarding some issues related to its sovereignty, security, and stability. Lebanon has been subjected to 44 UN resolutions, some of which have been criticized by some Lebanese parties for being biased or intrusive. Some of these resolutions are:

  • Resolution 425 (1978), which called for the withdrawal of Israeli forces from southern Lebanon and established the United Nations Interim Force in Lebanon (UNIFIL) to monitor the situation
  • Resolution 1559 (2004), which called for the withdrawal of Syrian forces from Lebanon and the disarmament of all Lebanese and non-Lebanese militias
  • Resolution 1701 (2006), which ended the July War between Israel and Hezbollah and called for a cessation of hostilities, a full respect of the Blue Line, an enhanced role for UNIFIL, and a comprehensive solution to the Lebanese-Israeli conflict
  • Resolution 1757 (2007), which established the Special Tribunal for Lebanon (STL) to prosecute those responsible for the assassination of former Prime Minister Rafik Hariri and other related crimes

Lebanon’s relations with the UN are complex and dynamic. Lebanon has been a loyal and active member of the UN since its inception. Lebanon has also benefited from the support and assistance of the UN in various fields. However, Lebanon has also faced some challenges and tensions in its relations with the UN, especially regarding some sensitive issues that affect its sovereignty, security, and stability. Lebanon hopes to continue its constructive engagement with the UN in order to achieve its objectives of peace, development, cooperation, and human rights.
