What is a Diplomatic Mission?
A diplomatic mission of Kosovo is a representative office of the Republic of Kosovo, a partially recognized state in Southeast Europe, that conducts diplomatic relations with other countries or international organizations. A diplomatic mission of Kosovo can be an embassy, a consulate, a liaison office, or a permanent mission to an international organization. A diplomatic mission of Kosovo is headed by an ambassador, a consul, a liaison officer, or a permanent representative, depending on the type and level of the mission.
What is a Consulate?
A consulate of Kosovo is a type of diplomatic mission of Kosovo that operates in a foreign city, usually outside the capital. A consulate of Kosovo provides consular services to Kosovo citizens and foreigners, such as issuing visas, passports, identity cards, and other documents, as well as assisting in legal, commercial, cultural, and educational matters. A consulate of Kosovo is headed by a consul, who is appointed by the Ministry of Foreign Affairs and European Integration of Kosovo. A consulate of Kosovo may also promote the interests and values of Kosovo in the host country.
Kosovo has 8 consulates around the world, located in Antalya (Turkey), Bari (Italy), Frankfurt (Germany), Istanbul (Turkey), Milan (Italy), New York (USA), Stuttgart (Germany), and Zurich (Switzerland). Kosovo also has 4 liaison offices in Brussels (Belgium), Budapest (Hungary), Tirana (Albania), and Washington D.C. (USA), which are similar to consulates but have a lower diplomatic status. Kosovo also hosts 9 foreign consulates on its territory, from Albania, Austria, Croatia, Germany, Hungary, Slovenia, Switzerland, Turkey, and the United Kingdom.
What is International law?
International law of Kosovo is a complex and contested field, as different actors have different views and interests regarding Kosovo’s status and future.
Some of the main sources and frameworks of international law of Kosovo are:
- The United Nations Security Council Resolution 1244 (1999), which authorized the establishment of a UN interim administration in Kosovo (UNMIK) and reaffirmed the sovereignty and territorial integrity of the Federal Republic of Yugoslavia (later Serbia) over Kosovo, while also acknowledging the need for substantial autonomy for Kosovo within Serbia.
- The Advisory Opinion of the International Court of Justice (2010), which stated that Kosovo’s declaration of independence did not violate general international law or Resolution 1244, but did not address the question of whether Kosovo had achieved statehood or whether other states could recognize it.
- The Brussels Agreement (2013), which was a set of agreements between Serbia and Kosovo, mediated by the European Union, that aimed to normalize their relations and improve the situation of the Serb minority in northern Kosovo. The agreement included provisions on the establishment of an Association/Community of Serb Municipalities in Kosovo, the integration of police and judicial structures in northern Kosovo, the recognition of diplomas and car plates, and the participation of Kosovo in regional forums.
- The Stabilisation and Association Agreement (2016), which was a treaty between Kosovo and the European Union that established a framework for political dialogue, trade, and cooperation. The agreement was seen as a milestone for Kosovo’s European integration process and a recognition of its progress in reforms and stability.
What is a Diplomat?
A diplomat is a person who is appointed by a state or an international organization to represent its interests and policies in relations with other states or organizations. A diplomat’s main functions are to negotiate agreements, protect the rights and interests of the sending state and its nationals, report and gather information, and promote friendly and cooperative relations.
What is the Ministry of foreign affairs?
The Ministry of Foreign Affairs and European Integration of Kosovo is the government department that is responsible for conducting Kosovo’s foreign policy and representing Kosovo in the international arena.
The ministry’s main functions are to:
- Establish and maintain diplomatic relations with other states and international organizations
- Promote Kosovo’s interests, values, and image abroad
- Protect the rights and interests of Kosovo citizens and entities abroad
- Coordinate and implement Kosovo’s European integration process
- Manage and support Kosovo’s diplomatic missions and personnel
- Provide consular services to Kosovo citizens and foreigners
- Develop and implement foreign policy strategies and plans
- Participate in regional and global initiatives for peace, security, and cooperation
The ministry is headed by the Minister of Foreign Affairs and European Integration, who is appointed by the Prime Minister and approved by the Assembly of Kosovo. The current minister is Mr. Donika Gërvalla-Schwarz, who took office on March 22, 2021. The ministry has six deputy ministers, who oversee different portfolios such as bilateral relations, multilateral relations, European integration, diaspora, consular affairs, and administration. The ministry also has several directorates, departments, units, and offices that deal with various aspects of foreign policy and diplomacy.
What is Foreign Policy?
Foreign policy is the set of goals, principles, and strategies that guide a state’s interactions with other states and international actors. Foreign policy reflects a state’s interests, values, and objectives in the global arena. Foreign policy can involve various issues, such as diplomacy, security, trade, human rights, and development.
What is International relations?
International relations of Kosovo are the interactions and cooperation that Kosovo has with other states and international organizations. Kosovo is a partially recognized state in Southeast Europe that declared its independence from Serbia in 2008, following a decade-long conflict and a UN-administered interim administration.
However, its sovereignty and territorial integrity are disputed by Serbia and some other countries. As of April 2021, Kosovo has been recognized by 98 out of 193 UN member states and has established diplomatic relations with 89 of them. Kosovo has 25 embassies, 8 consulates, 4 liaison offices, and 3 permanent missions to international organizations around the world. Kosovo also has 22 foreign diplomatic missions on its territory.
What is a Permanent representative?
A permanent representative is a diplomat who is appointed by a state or an international organization to represent its interests and policies in a multilateral forum, such as the United Nations, the European Union, or the African Union. A permanent representative is also known as an ambassador or a plenipotentiary
Kosovo has three permanent missions to international organizations around the world. They are:
- The Permanent Mission of the Republic of Kosovo to the United Nations in New York, USA. The current permanent representative is Mr. Teuta Sahatqija, who took office on February 1, 2021.
- The Permanent Mission of the Republic of Kosovo to the European Union in Brussels, Belgium. The current permanent representative is Mr. Bernard Nikaj, who took office on March 22, 2021.
- The Permanent Mission of the Republic of Kosovo to NATO in Brussels, Belgium. The current permanent representative is Mr. Ilir Dugolli, who took office on March 22, 2021.
What is the High Commissioner?
A high commissioner is a type of diplomat who represents a state or an organization in another state that is a member of the Commonwealth of Nations. A high commissioner has the same rank and privileges as an ambassador, but is not considered a foreign representative, but rather a fellow citizen of the Commonwealth. A high commissioner’s main functions are to maintain and develop the relations between the sending and receiving states, protect the interests and rights of the sending state and its nationals, report and gather information, and promote cooperation and friendship.
Kosovo does not have any high commissioners to or from other countries or organizations, as it is not a member of any such group that uses this term. Kosovo’s diplomats are appointed by the President, upon the proposal of the Prime Minister and the approval of the Assembly of Kosovo. Kosovo’s diplomats are trained by the Diplomatic Academy of Kosovo, which was established in 2012. Kosovo’s diplomats work to advance Kosovo’s sovereignty, security, and integration into the international community .

An ambassador is a diplomat who is appointed by a state to represent its interests and policies in another state. An ambassador is the highest-ranking official in a diplomatic mission and has the authority to speak and act on behalf of the sending state. An ambassador’s main functions are to maintain and develop the relations between the sending and receiving states, protect the rights and interests of the sending state and its nationals, report and gather information, and promote cooperation and friendship.

What is a Consul?
A consul is a type of diplomat who is appointed by a state to represent its interests and policies in a specific city or region of another state. A consul’s main functions are to provide consular services, such as issuing visas, aiding in trade relations, and taking care of migrants, tourists, and expatriates. A consul also reports and gathers information, and promotes cooperation and friendship. The chief diplomat of a consulate is called a consul-general.

What is the United Nations?
The United Nations (UN) is an international organization that was founded in 1945 after the Second World War. The UN aims to maintain international peace and security, promote cooperation and dialogue among states, protect human rights and dignity, and support social and economic development. The UN has 193 member states and 2 observer states, which are the Holy See and the State of Palestine. The UN also has various specialized agencies, funds, programs, and bodies that deal with different issues and sectors.
Kosovo is not a member or an observer state of the UN, but it has various forms of cooperation and partnership with some UN agencies, funds, programs, and bodies. Kosovo is a member of the International Monetary Fund and the World Bank since 2009. Kosovo also participates in the UN Development Programme, the UN Children’s Fund, the World Health Organization, the UN Educational, Scientific and Cultural Organization, the UN High Commissioner for Refugees, the UN Office on Drugs and Crime, the UN Mine Action Service, etc. Kosovo also receives support from the UN Peacebuilding Fund since 2016. Kosovo aspires to join the UN in the future, as part of its foreign policy goals.
What is the European Union?
The European Union (EU) is a group of 27 countries in Europe that cooperate with each other on various issues, such as trade, environment, security, and human rights. The EU has its own flag, anthem, currency (the euro), and laws that apply to all its members. The EU was founded in 1993 by the Maastricht Treaty, but it has its roots in earlier agreements that aimed to promote peace and cooperation in Europe after World War II.
Kosovo is not a member of the EU, but it has a special relationship with the EU since 2008. Kosovo is part of the Stabilisation and Association Process (SAP), which is the framework for the EU’s relations with the Western Balkans. Kosovo signed the Stabilisation and Association Agreement (SAA) with the EU in 2015, which entered into force in 2016. The SAA is a treaty that establishes a framework for political dialogue, trade, and cooperation between Kosovo and the EU.
