This declaration came during the hearing of a petition filed by an OCI cardholder, which challenged a clause in the Common Entrance Test notification that seemed to imply different eligibility criteria for OCI/PIO candidates.5 The High Court and Supreme Court precedents were cited, affirming the rights of OCI cardholders, and the state government expressed no objection to treating OCI cardholders on par with Indian citizens in the admission process.56
