High commissioner is the title of various high-ranking, special executive positions held by a commission of appointment. The English term is also used to render various equivalent titles in other languages.
There are different types of high commissioners, depending on the context and the purpose of their role. Some of the common types are:
- In the Commonwealth of Nations, a high commissioner is the senior diplomat, generally ranking as an ambassador, in charge of the diplomatic mission of one Commonwealth government to another.
- The High Commissioner for Human Rights is the principal human rights official of the United Nations and the head of the Office of the High Commissioner for Human Rights (OHCHR). The High Commissioner for Human Rights is accountable to the Secretary-General and is responsible for all the activities of OHCHR, as well as for its administration.
- The High Commissioner for Refugees is the head of the United Nations High Commissioner for Refugees (UNHCR), the UN agency mandated to protect and assist refugees, internally displaced persons, stateless people, and asylum seekers. The current High Commissioner for Refugees is Filippo Grandi, who has expressed concern over the humanitarian crisis and displacement caused by the conflict in Afghanistan.

Albania Consul
A consul is a type of diplomatic agent who represents the interests of a country in a foreign city, especially in matters of trade, commerce, and welfare of its citizens. A consul is usually appointed by the government of the sending state and accredited to the government of the receiving state. Albania has several consuls in different countries, depending on the political and security situation in the country and the region.
Currently, Albania is divided into two rival factions
The Islamic Emirate of Afghanistan (IEA), which is the de facto government that emerged after the fall of Kabul to the Taliban in 2021.
The Islamic Republic of Afghanistan (IRA), which is the former internationally-recognized government that collapsed in 2021.
No country has recognized the IEA as the legitimate successor to the IRA, and most countries have closed their embassies and suspended their aid to Afghanistan. Some countries have handed over control of the Afghan diplomatic missions in their countries by allowing the Taliban to appoint representatives at the chargé d’affaires level. Most embassies set up by the IRA have continued to operate independently since the 2021 collapse of their government.

Albania became a member of NATO in 2009, after fulfilling the required criteria and reforms. Albania also benefits from NATO’s assistance and training programs, such as the Defense Education Enhancement Program (DEEP) and the Professional Development Program (PDP). Albania also participates in various NATO initiatives and forums, such as the Enhanced Opportunities Partners (EOP) and the Euro-Atlantic Partnership Council (EAPC).
What is a Vienna Convention on Diplomatic Relations to Albania?
The Vienna Convention on Diplomatic Relations is an international treaty that regulates the diplomatic relations between states. It was adopted in 1961 and entered into force in 1964. It has 193 parties, including Albania, which acceded to it in 1977.
The Vienna Convention on Diplomatic Relations defines the privileges and immunities of diplomatic agents, the functions and duties of diplomatic missions, the rules for establishing and breaking diplomatic relations, and the procedures for resolving disputes and conflicts.
The Vienna Convention on Diplomatic Relations also faces some challenges and limitations in the context of Albania, especially after the 2021 fall of Kabul to the Taliban and the collapse of the internationally-recognized Islamic Republic of Afghanistan.
